Overview

Kuong’s practice focuses on real estate, environmental, airport, and public law matters.  He assists clients in navigating regulations, land use policies, procurement procedures, and represents clients in litigation related to his practice areas.  His experience includes:

  • Real Estate: Representing a leading U.S. alternative asset management company in the acquisition of multiple hotels.  Advising non-profits on affordable housing compliance.  Negotiating terms of a trail easement on private property.
  • Land Use & Permitting: Assisting institutions through the Institutional Master Plan (IMP) process and developers through the Article 80 project review process before the Boston Planning and Development Agency (BPDA).  Advising private entities, non-profits, museums, educational institutions, and municipalities on zoning and land use regulations.
  • Environmental: Challenging conditional requirements in permits issued by local Conservation Commissions.  Counseling clients on the remediation of contaminated properties.
  • Litigation: Defending municipalities in lawsuits brought by residents related to zoning board decisions, the Open Meeting Law, and town charters.  Submitting an amicus brief to the U.S. Court of Appeals on the Airline Deregulation Act.

Prior to joining the firm, Kuong was a Law Clerk to Judge Rosemary S. Pooler of the U.S. Court of Appeals for the Second Circuit, Chief Judge Miranda M. Du of the U.S. District Court for the District of Nevada, and Associate Justice Michael D. Vhay of the Massachusetts Land Court.  His extensive clerkship experience in both state and federal courts provides him with valuable insight into the judicial process and the interpretation of laws that are relevant to helping his clients achieve their objectives.

Kuong earned his law degree from UCLA.  He also holds graduate degrees from the University of Cambridge and the University of Essex, where he attended both institutions as a Marshall Scholar.  He is a graduate of Boston College, where he was the recipient of the Finnegan Award, the university’s highest academic honor, and the Harry S. Truman Scholarship for his dedication to public service.

BEYOND THE OFFICE

Kuong currently resides in Brookline. As a former resident of Cambridge, he served on the Mayor’s Blue-Ribbon Task Force on Tenant Displacement and the City’s Human Rights Commission. In his free time, he enjoys eating a good bánh mì sandwich and planning his next travel destination in search of said sandwich and other culinary delights.
